In House Absentee Ballot Voting
Kentucky law allows people to vote at the Election Center prior to Election Day for the following reasons:
- Person who due to age, disability, or illness will be unable to go to the polls on Election Day.
- Voter who will be outside the county on Election Day.
- Student who temporarily resides outside the county in which he/she is registered, and will be out of the county on Election Day.
- Voter who is a member of the Armed Forces, or a dependent of a member of the Armed Forces, who will be out of the county on Election Day.
- Voter who is a member of the Armed Forces who will be confined to base within the county on Election Day, and who learns of that confinement within 7 days or less of the election.
- Voter who is a citizen residing overseas and will be out of the county on Election Day.
- Voter, or spouse of a voter, who has surgery scheduled that will require hospitalization on Election Day.
- Precinct Election Officer serving in a precinct other than that in which he/she is registered, or an Alternate Precinct Election Officer.
- Member or any staff for the County Board of Elections; any deputy county clerk; any staff for the State Board of Elections.
- Presidential Election Only: Voter who moved to another state after its voter registration books closed.
- A woman in her last trimester of pregnancy.
- KRS 117.088 – Pilot program for unassisted voting by blind and visually impaired persons.
No appointment is needed for in-house voting. You will need to provide one of the following forms of identification in order to vote:
- Driver’s License
- Credit Card
- Social Security Card
- Personal Acquaintance
- Other identification which includes your picture and signature
- Any U.S. government-issued identification card
- Any Kentucky State government-issued identification card which includes your picture
- Any identification card issued by a Kentucky county, and which has been approved by the Kentucky State Board of Elections
- (NOTE: the Kentucky State Board of Elections has not yet approved any county-issued ID cards)

Mail-In Absentee Voting
Kentucky election law requires a two-step process for voting absentee:
- For each election in which you wish to vote, you must obtain, complete and return an Absentee Ballot Application to request an absentee ballot. This application must be returned to our office no later than close-of-business 7 days before the election.
- Upon receipt of your completed application, we are required to mail the ballot to you within 72 hours. The ballot must be returned to the County Clerk’s Office by mail, and received no later than 6:00 PM on Election Day.
Kentucky law allows mailing an absentee ballot to voters who meet the following criteria:
- Person who, due to age, disability or illness will be unable to go to the polls on Election Day.
- Student who temporarily resides outside the county in which he/she is registered.
- Voter who temporarily resides outside the state but is still eligible to vote in this state.
- Person who is incarcerated in jail and has been charged with a crime but has yet to be convicted of the crime.
- Person whose employment requires him/her to be absent from the county all hours and all days absentee voting by machine is conducted.
- Military personnel confined to a military base on Election Day.
- Voter who moved to another state after its voter registration books closed. Presidential Election Only.
- Person who is a participant in the Office of the Secretary of State’s address confidentiality program.
- Military/dependents and civilians overseas are allowed to use the Federal Post Card Application to request an absentee ballot, and may request that it be delivered via e-mail or fax. To take advantage of this option, please visit GoVoteKY.com and click the Military & Overseas Voters button.
- Qualified voters may pick up their absentee ballot application, in person, at the Barren County Clerk’s Office, otherwise only the voter or the voter’s spouse, parent or child can request an application for a mail-in absentee ballot.
- Both the application and the ballot can only be mailed directly to the voter. No absentee ballot shall be mailed to a voter’s Barren County address except to those voters who qualify for reasons listed in numbers 1 and 5.
